Blessings Before Learning Torah

It is said that the Torah commands us to recite a special blessing before beginning study:

Blessed are You, Hashem our G-d, King of the universe, Who has made us holy through His commandments, and commanded us to actively study Torah.
Please Hashem, our G-d, sweeten the words of Your Torah in our mouths and in the mouths of all Your people Israel. May we and our offspring, and our offspring's offspring, and all the offspring of Your people, the House of Israel, may we all, together, know Your Name and study Your Torah for the sake of fulfilling Your desire. Blessed are You, Hashem, Who teaches Torah to His people Israel. Blessed are You, Hashem our G-d, King of the universe, Who chose us from all the nations, and gave us the Torah. Blessed are You, Hashem, Giver of the Torah.
